Throughout the Federal government, many agencies are reorganizing and transforming to improve capabilities and efficiencies. When an agency must undergo a realignment to meet new mission requirements, it can have a destabilizing effect on the organization and reduce productivity. This reduced efficiency can continue throughout the transition period and beyond.

During transitions, as employees struggle to adjust to organizational changes, performance can erode. The manner in which employees adapt or fail to adapt in times of change can impact the organization and its outcomes in years to come. FOH’s Organizational Development (OD) program can assist agencies in developing a strategy for change management.

FOH services help leaders advance organizational transformation. FOH consultants work with agency leaders to develop their capacity to manage the unpredictable and complex process of change so they can facilitate a smooth transition within their organization. With leadership involvement and proper planning, the impact on productivity can be minimized.

Change can be painful and difficult for employees. But change is inevitable and can also lead to growth. FOH’s OD program helps managers support employees through transitions while acknowledging their shared concerns during times of organizational change. With employees, FOH consultants address how to accept that change does and will happen, how to anticipate change, and how to adapt to change quickly.

Most change management programs provide a rational structure for understanding employee needs and points to ways that they can be met. When appropriate, FOH teaches managers to approach change management using a problem solving framework. This approach uses careful planning accompanied by efforts to engage employees and foster their commitment and support throughout the change process. Within the problem solving approach, successful change management occurs when an organization is able to move from a problem state to the solved state.

Often, the types of issues managers face are common across organizations. However, the forces acting on an organization undergoing change, or the issues affecting team performance are quite unique. FOH consultants provide an organizational analysis and then customize their approach to fit the needs of your agency. FOH’s change management services include the following:

  • An assessment including interviews and/or surveys of key personnel to identify areas of strength and areas for development
  • A written summary of themes that were addressed in the assessment
  • A written proposal that outlines a program that addresses specific organizational or workgroup needs, objectives, and goals
  • Delivery of a customized training program
  • Evaluation of the training program
