FOH’s Employee Assistance Program
Personal problems challenge everyone at one time or another. Dealing with occasional problems, can be exhausting both mentally and physically and can adversely affect the lives of employees both at home and at work.
FOH’s Employee Assistance Program (EAP) is the largest in the country. We serve over 1.3 million federal workers. As a federal agency, we are ideally situated to serve the federal organization.

Organizational Development Services
Organizational Development (OD) services are designed to improve the organizational performance and effectiveness at all levels. FOH OD can help agencies plan and implement change; improve leadership and management skills; and improve teamwork skills. Our consultants are skilled in the areas of organizational data collection and analysis, strategic planning, change management, teamwork development, and leadership coaching.
FOH will tailor OD services to meet the needs of each individual whether the situation calls for training seminars and workshops, one-on-one leadership coaching, or detailed organizational assessments.
Below is a sampling of some of FOH’s OD services.
- Facilitation - Consultants will organize and facilitate meetings, retreats, and focus group sessions, performance improvement teams, and provide custom designed workshops.
- Strategic Planning - Consultants will perform a detailed analysis for each agency and provide a detailed report. Then, assist agency representatives to define goals and develop strategies and action plans to enable them to attain these goals.
- Change Management/Strategic Planning - When an agency undergoes a realignment to meet new mission requirements, it can destabilize the organization and reduce productivity as employees struggle to adjust to changed business practices. Consultants will work with agencies to help managers understand the dynamics of both organizational and personal change. The will also work to help employees adapt and remain productive. Services may include organizational analysis, seminars, training, facilitated groups, and strategic communications plans.
- Team Building - Effective teamwork is essential in today’s workplace. Our OD consultants are skilled in methods to enhance cohesiveness and cooperation in the workplace. Team-building programs may include facilitated team-building workshops, communication training, and retreats.
- Coaching - FOH consultants can provide one-on-one coaching to supervisors, managers, team leaders, and trainers. This level of intensive personalized skill building improves effectiveness because it can be targeted to each individual’s specific skill level, requirements, needs, and abilities.
Alternate Dispute Resolution
Workplace disputes and altercations can undermine productivity and reduce morale. Alternate Dispute Resolution (ADR) is an informal method of conflict resolution, and utilizes proven mediation techniques to help conflicting parties reach consensus and bridge differences.
ADR is recognized as a cost effective alternative to the traditional formal grievance process and FOH’s ADR Program helps agencies by providing the means to resolve workplace conflicts and disputes before they become a serious drain on organizational resources.
FOH’s ADR Program provides agency managers with access to a nationwide network of qualified ADR professionals who are trained in a variety of conflict management techniques, such as facilitation, negotiation, mediation, and arbitration. ADR works because the ADR professionals are neutral. Therefore, they are ideally situated to create a collaborative environment where disputing parties are most likely to feel they will have an opportunity be heard, voice concerns, and ultimately reach compromise and resolve differences.
